A skip filled with one-way pallets is priced by cube, not by tonne, so you are paying to haul air. Refurbishers and chippers around Jebel Ali Industrial 1, Dubai Investment Park and Al Quoz buy the same units. Grade the stock, check the IPPC heat treatment mark, then sell on a fixed collection window instead of a reactive skip call.

Why does skipping pallets cost more than the tipping fee suggests?

Look at how a pallet behaves in a container. A standard 120 x 100 cm or 120 x 80 cm unit is bulky and light, so a 10 cubic metre skip fills up on volume long before the load approaches anything that matters on a per tonne gate fee. Your real cost line is skip hire plus haulage plus the Waste Transfer Note admin behind it, and only a small slice of that invoice is the tipping fee itself.

The haulage leg got longer. Reporting carried by Zawya Projects and Utilities ME in February 2026, citing a November 2025 Gulf News piece, said the WarsanJebel Ali and Hatta landfill sites are closed. If that holds, a Jebel Ali warehouse no longer has a disposal point on its doorstep, which shifts the arithmetic in favour of a local buyer who collects from your loading bay. Verify the current approved destinations with your carrier before you plan around it.

On the fee side, the published numbers circulating in 2026 come mostly from contractor marketing pages rather than an official gazette, and we will label them that way.

Anyone still budgeting on a flat AED 10 gate fee per truck is working from a regime that ended years ago.

What are used pallets actually worth in Dubai right now?

Be careful here, because the internet will mislead you. UAE trade directories carry used wooden pallet listings at AED 5 to 10 per piece, another band of AED 6 to 100, another at AED 15 to 30 with a 400 piece minimum, and a Sharjah carpentry offering from AED 10 each. Every one of those is undated, and every one is a seller asking price, meaning what a refurbisher charges when it sells a repaired pallet on. None of them is a verified buy back rate paid to a warehouse.

So treat AED 5 to 30 as the retail shelf, not your revenue line. Your number sits below it, because the buyer has to absorb collection, sorting, repair labour, re-treatment where needed, and the scrap fraction that never sells as a pallet. There is no exchange benchmark for wooden pallets, no LME equivalent, and we have not found any published UAE figure for pallet waste arisings or the size of the local refurbishment market. What moves your price is the cost of imported softwood for new pallets, which sets the ceiling, and container throughput at Jebel Ali Port, which sets how much one-way stock lands in the market each month.

The practical answer is to run a competitive process on a described lot rather than accept the first offer. That is the whole point of putting a graded, photographed lot in front of several buyers at once on the wood category of the marketplace instead of ringing one number from a directory.

How do buyers grade pallets into A, B and scrap?

No UAE source publishes an A, B and scrap price ladder, so do not quote one. The grading criteria themselves are consistent across the yards, and getting your split right before you invite offers is what stops a buyer repricing on arrival.

Scrap grade is not worthless, but it is priced against wood chip demand, and delivered biomass and board feedstock pricing in the UAE is not publicly quoted. Grinding capacity does exist locally. Vermeer Middle East FZCO documented a Dubai operation converting wood scrap and palm fibre into wood boards using horizontal grinders in a December 2022 case note, and put UAE palm waste arisings at around 500,000 tonnes a year at that time. That is palm, not pallet, but it tells you the machinery is in the country.

What kills a pallet deal on arrival?

Two things, in our experience of watching wood lots trade: the stamp and the fasteners.

The ISPM 15 mark

ISPM 15 sits under the International Plant Protection Convention and covers pallets, crates and dunnage. Heat treatment means a minimum core temperature of 56 degrees Celsius for at least 30 minutes, with methyl bromide fumigation as the alternative, plus debarking with tight limits on residual bark. The mark must be permanent and must carry the IPPC symbol, the ISO country code, the producer or facility registration number and the treatment code, HT or MB, as set out in Annex 2. It is enforced in more than 180 countries, including the EU, the United States and Saudi Arabia.

A pallet with no legible mark cannot be resold into export packaging. It drops to repair stock or domestic use, and the price drops with it. One nuance that catches sellers out: pallets made entirely from processed wood using glue, heat and pressure, so plywood, OSB and moulded presswood units, fall outside ISPM 15 scope altogether according to the European Commission's plant health guidance. Those are graded on structure alone and go to a different buyer set. If a stamped pallet has been repaired with untreated replacement boards, treat the original mark as unreliable and check the current ISPM 15 text on repair and remanufacture marking before you sell it as export grade.

Nails, staples and steel

Protruding nails, sheared fasteners and broken stringers are the standard reason a mixed lot gets rejected or repriced at the gate. A chipping buyer worries about steel entering the grinder. A repair buyer worries about labour hours per unit. We were not able to source a citable UAE or international rejection threshold for nail condition, so agree the tolerance in writing with your buyer rather than assuming a shared standard.

Does UAE law let you sell pallets instead of disposing of them?

It pushes you towards it. Cabinet Resolution No. 39 of 2021, the executive regulations of Federal Law No. 12 of 2018 on Integrated Waste Management, was reported in July 2021 as making the waste generator responsible for proper disposal and for bearing the financial cost. That is your legal exposure until title passes to a licensed recipient, which is why the paperwork trail matters as much as the price.

In DubaiLaw No. 18 of 2024 was issued on 4 September 2024, published in the Official Gazette on 10 October 2024 and came into force roughly 30 days later. It repealed Local Order No. 115 of 1997 and Local Order No. 7 of 2002, with subordinate guides surviving transitionally where they do not conflict. The competent authority can require producers to segregate, sort, recycle and reuse recovered material, and can require establishments to accept specific waste types as raw material. Note also that Dubai Law No. 11 of 2024 established the Dubai Environment and Climate Change Authority, so naming Dubai Municipality as the only environmental authority is no longer precise.

Free zone tenants have one extra question to answer. Whether a JAFZA licensee may sell scrap directly to an outside buyer, what gate pass applies and whether a licensed carrier is mandatory are matters for your free zone authority, and we have not been able to confirm the current tenant rules in writing. Ask before you commit to a collection date.

Where are the buyers around Jebel Ali?

The used pallet trade in the UAE clusters in a short list of industrial areas: Jebel Ali Free Zone and Jebel Ali Industrial 1, Dubai Investment Park, Al Quoz Industrial, Sharjah Industrial Area, Ajman New Industrial Area and the Al Ghail zone in Ras Al Khaimah. At least one pallet, box and crate manufacturer with a recycling arm is listed in Jebel Ali Industrial 1, and Al Quoz has wood dismantling capacity, although the operator listing we found there dates to 2019 and should be checked before you rely on it.

Proximity is the whole argument. A buyer 15 minutes away can run a truck to your bay on a Tuesday morning and still make the numbers work on B grade. A buyer in Al Ghail cannot, unless you are moving full loads. How do you list a recurring pallet volume for scheduled collection?

A one off pile of 200 pallets is a nuisance sale. Forty pallets every Tuesday for twelve months is a contract, and it prices differently, because the buyer can plan a route and a repair line around it.

  1. Count one full month of arisings by grade, not by guess. Split A, B and scrap and photograph a representative stack of each.
  2. Record the stamp status. How many carry a legible IPPC HT mark, how many are presswood or plywood block pallets outside ISPM 15 scope, how many are unmarked.
  3. State the footprint mix. 120 x 100 cm, 120 x 80 cm and anything non standard, with counts.
  4. Publish the lot as a recurring volume with a fixed collection window, the loading bay reference, forklift availability and the gate pass process. Access constraints kill more free zone deals than price does.
  5. Set the grade dispute rule up front. Buyers unload and re grade, so agree what happens when the split differs from the listing.
  6. Keep the transfer evidence. Buyer identity, tonnage or unit count, date and destination, so the diversion can sit in your ESG file under the Law 18/2024 segregation duty.
